With reference to Foreign office letter,

No. F 4392/60/10 of the 25th June last, regarding the export of arms to China via Hong Kong, I am directed by Secretary
Sir Samuel Hoare to transmit to you herewith, to be laid
before the Secretary of State for the Colonies, a copy
of a despatch from His Majesty's Ambassador at Washington
enclosing a copy of a note from the United States Government.
It will be observed that the United States Government are
now prepared to adhere provisionally to the procedure for
regulating the passage of arms through Hong Kong, which was suggested by the Governor in his despatch of the 14th January
last.

Sir Samuel Hoare would now propose, subject to any observations which Mr. Secretary MacDonald may desire to offer, to inform the French, Italian, Japanese, Spanish,
Polish, Norwegian, Swedish, Danish and Czechoslovaki
Governments that in future the Governor of Hong Kong will
require as evidence that a consignment of arms is entitled to "in transit" status the production of a copy of the export
licence issued. The draft of a despatch to be addressed
to His Majesty's representatives accredited to these
Governments is enclosed for the concurrence of Mr. Secretary
MacDonald. Sir Samuel Hoare would also be glad to learn
what date should be fixed for the entry into force of the
new procedure.
